A partir del análisis de las constituciones de 1833, 1925 y 1980, se identifican los distintos sentidos atribuidos a estas expresiones, su relación con la organización territorial del Estado y el papel asignado al Presidente de la República y a las autoridades subnacionales. Se observa que durante buena parte de la historia constitucional chilena ambas nociones fueron utilizadas de manera conjunta o con significados poco diferenciados, reflejando una concepción fuertemente centralizada de la organización estatal. El estudio aborda especialmente el texto original de la Constitución de 1980 y las modificaciones introducidas por la reforma constitucional de 1991, que contribuyeron a precisar la distinción entre las funciones de gobierno y administración en los niveles regional, provincial y comunal. Se concluye que dicha reforma constituye un punto relevante en la evolución conceptual de estas categorías, aunque su comprensión actual exige considerar tanto sus antecedentes constitucionales como el proceso de descentralización administrativa desarrollado en Chile.The historical evolution of the terminology used in Chilean constitutions to refer to state functions exercised at the territorial level, particularly the notions of government and administration, is examined. Through an analysis of the Constitutions of 1833, 1925, and 1980, the different meanings attributed to these concepts are identified, together with their relationship to the territorial organization of the State and the roles assigned to the President of the Republic and subnational authorities. For much of Chilean constitutional history, both notions were used jointly or with insufficiently differentiated meanings, reflecting a highly centralized conception of state organization. Particular attention is given to the original text of the 1980 Constitution and to the amendments introduced by the 1991 constitutional reform, which contributed to clarifying the distinction between governmental and administrative functions at the regional, provincial, and municipal levels.
